Madsen’s background spans elite athletics, legal training, and advanced academic work in educational leadership. His career has centered on understanding how authority, regulation, and systemic design shape institutional success. Through firsthand experience navigating professional adversity and structural leadership challenges, he developed a conviction that executive instability — not strategy —
is often the root cause of organizational breakdown.
Lee brings decades of frontline correctional leadership and behavioral supervision experience. Operating in environments where discipline, accountability,
and structure are non-negotiable, he has worked directly with high-risk
populations and crisis scenarios. His expertise lies in behavioral
pattern recognition, containment systems, and the design
of accountability frameworks that produce
long-term change.

Lee Petit-Phar brings decades of frontline correctional leadership experience and behavioral insight to the Leadership Enclave.
As a Correctional Counselor II Supervisor, he has operated in high-pressure environments where discipline, structure, and human judgment directly influence outcomes. His work has centered on accountability, rehabilitation frameworks, and the development of systems that promote long-term behavioral change.
Lee earned a Bachelor of Arts in Psychology from California State University, Sacramento, where he was also a standout student-athlete. In 1993, he received First Team All-Conference honors in the Western Athletic Conference for football — a testament to the discipline, performance standards, and mental resilience that continue to define his leadership approach.
Throughout his career, he has been guided by a core principle: treat others with fairness, respect, and consistency while maintaining uncompromising standards of accountability.
His background in psychology, athletics, and correctional supervision informs his belief that strong systems, clear boundaries, and consistent leadership are essential to building institutions that create lasting change.
Through the Leadership Enclave, he is committed to equipping executives with the tools to build high-performance organizations while supporting scalable at-risk youth ecosystem development nationwide.

Madsen Marcellus brings a distinctive blend of elite athletic discipline, legal training, and educational leadership expertise to the Leadership Enclave.
At thirteen, he discovered football — a pursuit that shaped his work ethic, resilience, and commitment to high performance. His dedication earned him a scholarship to the University of Wyoming, where he was named an All-Conference Defensive Back in 1992.
Early academic challenges during his collegiate career became formative turning points that strengthened his resolve and deepened his understanding of perseverance under pressure. He later earned a Bachelor’s degree in Criminal Justice from Florida International University and a Juris Doctor from the University of Florida.
After years in the legal profession, Mr. Marcellus encountered significant professional challenges during the COVID-19 period. Rather than allowing adversity to define his trajectory, he redirected his focus toward systemic leadership development and long-term impact.
He earned a Master’s degree in Educational Leadership from St. Thomas University in Miami and is currently completing his PhD at the same institution, with a focus on leadership systems and youth impact frameworks.
Through the Leadership Enclave, he is committed to developing high-capacity executives who can scale organizations responsibly while contributing to sustainable youth impact infrastructure nationwide.
